It would be easy for you to go for C#. ( C Sharp),
My first programming language was fox pro, and i realised that going toward java is much more difficult then going toward microsoft based language. but it depends upto you and the application you are working on.
You can take Mysql as backend. because, its cheap and videly used.
my suggestion:
Go for VB.net or C# for quick learning.
